Use a parameter to control the time between scans for aircraft subject to automatic squawk assignments.

Customising auto squawk assignment refresher rate
3ec24fa 
Allowing the user to change the value (number in seconds) via command line input
Adapting the setting variable to provide an int value (equal the refresher rate) instead of a boolean
Detect optional refresh value and change refresh rate accordingly
changed PluginCommands input variable type to cope with multiple regex groups, changed to string comparison with relational operators
Resolving #58
Code clean-up
