Description

The policy detail page used to be just AffectedPolicies.

Bvut now its called overview and we've added the zone, its looks like it missing information around the policy itself.

We should fill in more information about the policy in the top bix, such as the policy type etc.

Adds further info to the policy detail page. Please note this purposefully doesn't add the producer/consumer/system type yet.

I'll be adding that along with the same in the listing page.

Closes #2929

Also defaults any empty top-level targetRef to `Mesh`
