Worker management app should allow reassignment via keyboard

In the worker-management app, workers (and other unit members) can be moved between units by clicking and dragging. This is never explained anywhere in the UI itself, and this also requires the use of the mouse. There should be some way of reassigning unit members via either the keyboard or a menu, and the click-and-drag option should be explained somewhere in the UI.
