[Documentation] Add Logo Usage Policy

It is a good idea that we spell out the usage policy of our beloved PyCytoData logo. While we have been using this internally across multiple packages for a while, we want to encourage others to adopt PyCytoData in a responsible manner.

It'll be neat to add a page on our documentation to spell out whether the MIT license applies to the logo.
