The following test fails.

//sameSuitPrimaryAndSecondary: ["S1 S2", "false"],

It is unclear what we do in a case such as 7222. Is there NO secondary suit? Nevertheless, the same suit should only be primary or secondary, never both at the same time. It is unclear why this test fails. It is currently commented out in constraints.testdata.ts
