The Fire command should interact with the tensioner subsystem and "unlock" the 
tensioner, which should initiate a kick.

note that we likely want an interlock system that will not allow the kicker to 
fire unless it is "READY".

In this case, the user should receive some type of feedback to indicate that 
the reason the kick did not occur is because the system is not "READY".
