As the authors of kapteyn are very likely aware of, CELLSCAL is a FITS keyword that can be found in headers of data cubes mainly generated by Miriad. It indicates that the pixel size scales with 1/F, where F is the frequency. Does the kapteyn module interpret this keyword and if not, will it be able at some point to do so?
