Add API for orchestrating app pipelines and services #16

Add API endpoint for initialize an app. Creating a pipeline to parse service.yaml and orchestrate the other API calls accordingly.

Current implementation is done client side in the CLI.
Might be worthwhile to move this serverside but need to solve things such as authentication context passing to have a serverside process act on behalf of the user to provision resources etc.
