CPU architecture, OS, and Version:
x86_64

Describe the bug
According to https://github.com/kairos-io/packages/blob/main/packages/system/cloud-config/oem/06_recovery.yaml when you boot on recovery a different message should be shown as part of /etc/issue, but this is not true, the normal login appears.

Notice that the cos-recovery hostname does appear properly, so the stage is run properly. Also notice that sometimes the message appears so it may be that we get the tty faster than elemental runs the stage

probably the mounts that should not be mount under recovery now being mounted has something to do with it
