add steps to install ckanext-dcat:

pip install -e git+https://github.com/ckan/ckanext-issues.git#egg=ckanext-issues

add the following plugin to the list of plugins

ckan.plugins = ..... issues

configuration options:

ckanext.issues.send_email_notifications = true
ckanext.issues.max_strikes = 2
