This module will build Subversion and install it's libraries and Perl
bindings for you.

It requires a C compiler and make.
Which make should I use to build Subversion? [make ]

If you use the --verbose flag, you can answer the questions. Without verbose you cannot answer the questions. However I can't compile it because I don't have apache installed.

The fact that Alien::SVN doesn't install with CPANPLUS (regardless if C::D::A is installed) is not encouraging. Also the fact that this module has not been updated in 3 years and uses such an old version of SVN means I probably won't get around to investigating this for a long time... if ever.
