✨ Allow access to topbar from filter row

Feature description

Hi Dev, I just updated the skin and noticed that the Topbar is no longer available when browsing addons, library and that kind stuff. Instead, there's now a filter bar that I find useless. I'd like to have the previous Topbar back, the one with categories, search, and menu.

Why is this feature needed? Please justify and explain.

It seems quite redundant to have that filter bar when there's already a dialog for that. Moreover, it removes the top bar, which I find more useful. 😊

Another solution could be to add just Options and Search, allowing the filter row to take the place of the categories. :) Or place it down
