Disable submenus without leaving blank space for them below the categories

Why is this feature needed? Please justify and explain.

In advanced mode you can't completely disable submenu in categories. If I just delete submenus - the blank space still remains, which makes layout to seem incomplete

I've thought about this a lot in the past.

How would this work without it jumping up and down all the time depending on if there is a submenu or not?

That was the issue with it when it was previously in the skin.
