Add Buff Request: Flask of Petrification

I've been playing Hardcore and would really love for this to be baked in so I don't have to keep editing files.

I've seen issues #198 and #519 and I understand that those requests are likely not in the general audience's best interest, but feel that Petri Flask is different and is worth being added to the base list.

Reasons:

1. It is massively important in Classic Hardcore, and would be a huge help to see a "BigDebuff" for petri like you can for other Defensive Buffs.
2. Flask of Petrification is almost never used outside of Classic Hardcore, but I think it's effect is important enough that if someone were to use it I would want to know.
