Decide for a way to host a developer wiki and create it.

There are at least four ways to come to a wiki for the Cuneiform project:

use the Wiki integrated in GitHub
extend the homepage to hold a collection of articles that roughly work like a Wiki
use a canned Wiki as a hosted service from some provider
use a canned Wiki but host it ourselves

Input and experiences about this step would be appreciated.
