Filters to retrieve data from the report rather than the database

Is it possible to make the filters to retrieve the data from the report rather than from the database. For instance the user field filter is it possible to retrieve the data from the report rather than from the database. Or if it is possible to make the filter more flexible so we can apply some conditions or restrictions on it.

For example the category filter in our case retrieve all categories still in the system, even thought we still have 5 years of subcategories. Having all of that in the dropdown menu is a lot. another example if I have report for a school and I need to filter it by program using user field filter that will not work at all, because the filter will has all the program names in our database even the old ones. So mostly end up with ERROR page.

It would be great if any one can help to improve this bit in the code.
I know search text filter is a possibilities, but for instance remembering all programs in the school is not easy thing, but having them in one drooping down list that would be great.
