Handle missing trailing slash in storage locations

If a storage location path has no trailing slash, blocks are written with the last directory name in the storage location prepended to the block filename (weirdly this doesn't happen to inodes).

Assume that a storage location is a directory and append the slash if it's not explicitly placed in the config.
