Create database back-up strategy

@derekbelrose and I did not get a chance to connect up on how this would look, so I may need to fly a bit solo on this. I need to look into the best way to get a dump of the database to a separate location that can than be backed up, possibly into an S3 bucket or something to that effect. This will take at least a 4 days of contiguous work.

Initial thoughts, but I may talk to @derekbelrose more when I get a chance....

DB Backup Image (needs more consideration, there may be a better way.)

• New image, maintained by OPS
• Confiig from DB, to access the mysql image.
• Dumps the db to a file, then uploads to S3.
