Bring up to date with isle-dc

There are some improvements in the isle-dc parent repo that may address existing tickets and make the development process more aligned with the community. Any of the makefile improvements that are JHU specific should already be within idc.Makefile according to the documentation. The other issue would be the README contains information specific to JHU so this will likely cause conflicts when fetching upstream changes.

Here's a review of what changes would come in.
