Migrate RHOAR QE coverage for MicroProfile Config

Only microprofile-config-smallrye subsystem tests are presented in WildFly test suite, whereas "clean" MP Config tests are not.

This will be part of test development for MP Config spec update. Lowering priority as not important atm.

I would reconsider priority-minor approach, you are building future debt.

@rsvoboda Well, this depth was already here and missed plan when to pay it. Suggestion is to handle it in scope of MP Config requirement. Thus I've lowered priority to minor until it arrives. Do you see another option?
