Add support for skip_history_when_saving in M2M fields

Problem Statement
skip_history_when_saving works great for regular fields in history, but I would like the ability to update m2m fields without saving history.

Describe the solution you'd like
Add support for m2m fields during add/remove with a flag similar to skip_history_when_saving

Describe alternatives you've considered
Only approach right now is to not track m2m fields/track them separately in order to avoid unneeded history for my use case.
