Systems has been informed that there will be rolling updates to COP18 targets over the course of the year. In order to support this, we plan to make site level tools available to country teams to make changes to their targets.

In order to support this, we need a means to extract data which is currently in DATIM, and populate a site tool template with the data.

After that, we can re-use the rest of the code and procedures from COP18 to import the data into DATIM.

We can discuss the details outside of this ticket.
