Describe the bug

In discussions with various people about the impact of the 'TCK types and requirements' section of the TCK Process guide, I found that people were not clear on the meaning of that section. So I propose making some edits to reflect what's been said over the last few weeks on the jakartaee-platform-dev list and the weekly platform call.

Additional context

My intent here is not to change what I believe to be the intended meaning of the existing text.
