Currently we are overriding the navbar partial from Hugo Solstice Theme. It isn't an ideal solution and we should look into an alternative.

I created an issue under EFHST to add multiple navbar CTA buttons support. Once that feature is released, we should remove the partial override to eliminate tech debt.
