Seems to work like this (for your HOWTO etc):

Setup RPMfusion package repositories on the Fedora machine, see:
http://rpmfusion.org/Configuration

Next:
yum install qt-devel qt-config qconf ffmpeg-devel libarchive-devel librtmp-devel libtidy-devel
/usr/bin/qmake-qt4 PREFIX=/usr/local
make
