Parse natural language in different languages

The natural language date parser is currently English-only (in natlang.en), and capitalises heavily on labix.dateutil.parser and locale-specific assumptions.

It shouldn't be hard to port at least this limited level of logic to other languages, in which case a framework for setting language/locale should be defined.
