Describe the bug
A User "User A" from Tenant A with "allocate Dashboards permissions" can allocate (and force) Dashboards to an other "User B" from Tenant B.
User A can only select his own Container /root/TenantA but the allocation is global
To Reproduce
Steps to reproduce the behavior:
Create Dashboard allocation
Allocate the Dashboard to an user role
The dashboard is allocated to all users in all tenants with that user role
Expected behavior
A Dashboard allocation is created in a Container. I expect that if I assign a dashboard to users via user roles, only users with permissions in that container should get the dashboard.
The tenant separation is missing here, as every tenant can force dashboards to display in other tenants.
