Problem

Rr dashboard has no loading state, so users are presented with an inconsistent UI while waiting for data to load

Suggested solution

add skeleton

Definition of done

  1. users cannot take any action while the data is loading
  2. the UI does not present any visual inconsistencies whilst loading
