That page needs to be more helpful during different states, and we need to indicate more clearly to the user when approval is rejected what they need to change.
Also we need to send emails to prompt them. And they need to explain what to do. And the incomplete page needs to show what is needed when they go back in etc.
Also backoffice experience here needs improving too...
