Control scheduling of messages with current time to avoid a schedule being created at 1900hrs for an earlier time within the day

@ashaban as explained above, we need to avoid users creating a schedule for 1500hrs on a given day, if that time has already passed. You can only schedule a message to be sent out later than the current server time.
