Is your feature request related to a problem? Please describe.
We have a thorough test scenario verifying that the DSS instance under test behaves appropriately when authentication/authorization is invalid or inappropriate, but I don't think we have similar tests for USSs under test.

Describe the solution you'd like
We should add a similar scenario verifying USS behavior when provided bad auth. We should aim to verify auth behavior for all endpoints required by USS0105, but note:

  1. uss_qualifier may not be able to call getOperationalIntentTelemetry with a valid token (as it requires CMSA, which may not be in use in a particular interoperability ecosystem)
  2. a valid uss_qualifier call to notifyOperationalIntentDetailsChanged should be carefully-considered as the notification may not be valid
