This is a separate issue for tracking progress on DSS0210,A2-7-2,2 as part of #434

Describe the solution you'd like
From the ASTM F3548-21 spec:

Tests must demonstrate that entities may not be created or modified when necessary OVNs are not provided.

Standalone

This is a standalone issue with no open dependency: work can start on it immediately.
