Module should not be considered "locked" if it is a non-snapshot module #639

Currently IPM requires any module for which you want to make edits to, to have snapshot in the version string when doing server side editing. This naming convention should not block editing and instead items from a module should only be considered "locked" if the module is not installed in developer mode.
