Disable routinator when not in use

There are a few cases in which routinator is not used, e.g.:

INTERNET_NL_CHECK_SUPPORT_RPKI=False

or during development when the ROUTINATOR_URL is not local, e.g.:

Internet.nl/docker/develop.env

However in both cases the routinator service is still started.
Maybe a profile can be used to not start the service in develop mode?

Yes, this would be good. It's quite a heavy process. We should already be treating dev separately by disabling periodic checks, so probably this isn't too hard.
