Develop Infrastructure for NLDI rewrite

This is a broad goal and includes AWS stack creation for dev and prod instances.

First leg will consist of CDK code responsible for spinning up ECR repository. The second leg will be to develop CDK code for the rest of the stack (security groups, fargate ECS task definitions, etc)
