basin request not working for wqp sites? #358

https://labs.waterdata.usgs.gov/api/nldi/linked-data/nwissite/USGS-07386880?f=json works
https://labs.waterdata.usgs.gov/api/nldi/linked-data/wqp/USGS-07386880?f=json is there but doesn't work with the basin endpoint.

See these urls for reproducible example:

I wonder if this is related to the wqp uses type = "varies" ?
