Add ability to run the hab cli that is installed on the local machine.

I believe this use case is somewhat invalid; unless the sup was started with public listener, this is not likely to work. EDIT: People demo the hab sup this way all the time, so yes, this is a use case.

One could use it on linux or windows, if running inspec locally as well.

@clintoncwolfe with the blocker and epic closed, is this issue still valid?

I'd say yes, this issues is valid; the epic was to get an MVP implementation (done) and the blocker was a blocker, meaning a thing that must be completed before this could be started, not closed.

That doesn't mean that we ever need to commit to this work. It's a feature request.
