Añadir al método unsuitableSubmission() de la clase /classes/submission/sectionEditor/sectionEditor.inc.php detrás de la línea 661

$contactEmail = $journal->getSetting('contactEmail');
$contactName = $journal->getSetting('contactName');
$email->addBcc($contactEmail,$contactName);
