[v10] Expo template issue improvements

From the issue fixed in #2745:

Pin template version

It would be ideal to avoid unexpected changes due to Expo prebuild template updates in the future. expo/expo#31005 (comment) indicates that it's possible to pin a template version, although that configuraton option is specific to EAS. prebuild has the template flag, but we should:

1. verify that it also works well with run:android/run:ios if you haven't already run prebuild, and
2. make it easy to upgrade the template version alongside Expo.

Consider chatting with the Expo team about this.

Hi @divyansh0908, I think this issue has changed since we first filed it. The template argument doesn't work quite like we were hoping. We may look more into this, but aren't doing that just yet.

If you have a specific proposal in mind that you're wanting to build I'd be happy to chat about it.
