s-cargo satchels can't have their output pressure changed

this issue is not as simple as just slapping the ui components on - the satchel should still open if e is pressed on it, rather than bringing up the gas tank ui

I wasnt really sure how to fix this. itd likely need a custom UI element that opens both windows at the same time, or a way to add the element that only opens in the right click context menu and not on pressing E. I left it be bc I didnt think it was critical but id definitely need help from someone Code sided to get this working bc you cant just accomplish it through yaml editing
