Like import/consistent-type-specifier-style, but for exports.

Example:

❌ Invalid with ["error", "prefer-top-level"]

export {Foo, type Bar};

✅ Valid with ["error", "prefer-top-level"]

export type {Bar};
export {Foo};

That seems like a good option to add to consistent-type-specifier-style.
