FATAL[0000] start service: initialize rule-set[10]: initial rule-set: cfg-ruleset_adip-rule: unexpected status: 404 Not Found
基本上都是 ruleset 的网址拼写错误或者复制之类的出现问题，也有上游删除了对应的规则文件之类的。
当 ruleset 比较多的时候显示这个消息就能快速定位到到底是哪个 ruleset 出问题了
