Reorganize map layers

Reorganize map layers in one of two "folders" and re-label them according to the organization described here. Organization should be similar to the Map Legend in the previous "legacy" version.

Not entirely resolved... Layer names should be changed according to attached table...

@fdahdah Can you add another column to that table with Portuguese translations? I'll update both the English and Portuguese layer names at the same time. We will also need one for types.

Will do @davidheyman ... As an aside, we created a while back a glossary for all terms and their translations... You can see it here... Will it help if we just update it or do you prefer separate tables for layer names and for types? Can work on both alternatives, in any case...
