conflict in requirements

While installing requirements, I'm facing conflict of requirements.
Here is the terminal output from Manjaro.

ERROR: Cannot install -r requirements.txt (line 14) and protobuf==3.0.0b2 because these package versions have conflicting dependencies.

The conflict is caused by:
    The user requested protobuf==3.0.0b2
    google-api-core 1.16.0 depends on protobuf>=3.4.0

To fix this you could try to:
1. loosen the range of package versions you've specified
2. remove package versions to allow pip attempt to solve the dependency conflict
