Modify File Repo to Enable Download Selected Clinical Data

Detailed Description

As a public user, I shall be able to select certain donor and download their clinical data from the file repo.

1. Add a download button in the dropdown. Name the button Clinical Data.

2. On the file entity page, add a download button to the right of Manifest. Name the button Clinical Data.
