Standardize our Error & Note Messages

Currently, our note and error messages use a mix of starting with capital letters vs not, and being a single sentence vs multiple sentences, etc. We should go through and fix them all to be more consistent.

We should also logically re-order our errors and assign the error numbers in that order.

This should all wait until slicec is practically finished.
