Wrong DST rules for Brazil

Hi, in the beginning of 2019 the Brazilian president decided to scrape Daylight Savings Time, but jstz rules were not updated after that.

I know about at least one application that uses jstz and that is causing confusion, which is Nextcloud Calendar. Because the app uses jstz, some entries in the calendar are created with the incorrect time given incorrect DST rules of jstz.

Could you please regenerate the rules and release a new version of jstz?
