這个撇是號做apostrophe

https://en.wikipedia.org/wiki/Quotation_mark#In_English

The closing single quotation mark is identical in form to the apostrophe and similar to the prime symbol. [...] However, the quotation marks, the apostrophe, and the prime serve quite different purposes.
