An annotation is tied to the group it was created in. It is not easily possible to move its contents without copy and paste. It is not possible to copy tags.
As a Hypothesis user, I need to move an annotation to another group, in order to shift conversations between audiences.
Expected behaviour
It is possible to edit the group of an annotation.
This may have side-effects on comments, esp. if participants in a conversation are not part of the target group.
Implementation details
One answer to that could be to allow to copy an annotation to another group, instead. Another answer could be to transparently add the affected user accounts with or without the consent of their holders. As a last resort, one could delete all comments.
A more manual approach to this could allow to select and copy one or many tags, in so they don't need to be retyped (admittedly with auto-complete) at the target. This makes a manual move of an annotation with a number of tags easier.
