CosmWasm ISM for verifying Hyperlane messages with TelepathyX

This bounty is basically exactly the same as #3092, except for an ISM implementation in CosmWasm so that messages on chains with Ethereum consensus can be verified on chains that have deployed a Hyperlane CosmWasm implementation like https://github.com/many-things/cw-hyperlane

To complete this bounty, you should:

• Submit instructions as to how one can deploy a succinct telepathy light client on any cosmwasm chain
• submit your smart contract implementation for the ISM
• submit your CCIP-read offchain service that fetches the proofs for the relayer
• evidence of a remote testnet deployment and successful message processing

Umm, sorry looking more into this, I realized it's a bit out of my scope ( not enough knowledge around non EVM chains )

if anyone else has not picked it up yet, I think I can start working with #2848 / #2849 then head over to this issue once I understand other half of the project?

hey @armanthepythonguy - fyi @ltyu started work on Succinct/TelepathyX a couple days ago, beginning with the EVM one. #3092 would say you should tackle this as long as it's cool with Lee

also let me know if there are other hooks people have claimed but haven't done work for a while though, happy to hand it off to you. or other ISSM you want to create bounties for!
